CONSULTANCY FOR PROGRAMME-WIDE STRATEGIC COMMUNICATION
This request for expression of interest follows the General Procurement Notice for this project that appeared on the African Development Bank Group’s Internet Website (www.afdb.org) on 5th March 2019.
The Federal Government of Nigeria has received financing from the African Development Bank towards the cost of the Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Programme (IBSDLEIP), and intends to apply part of the proceeds for this loan to facilitate payments for a consultancy firm with demonstrable relevant experience for the provision of Strategic Communication services to the INCLUSIVE BASIC SERVICE DELIVERY AND LIVELIHOOD EMPOWERMENT INTEGRATED PROGRAMME (IBSDLEIP) in the North-East of Nigeria.
The objective of this consultancy is to provide comprehensive communications and documentation support for the IBSDLEIP programme, through the conceptualization, production, and delivery of a high-quality documentary and related products. This will involve a communications audit across five states of baseline materials and the identification of gaps, including the production of a) a unified Master Narrative (approved before production); b) AfDB-compliant materials for multiple audiences; c) consolidation of state footage into one documentary; d) ethical capture of beneficiary and community stories; e) accessible local-language and radio content for rural North-East communities;) knowledge products with policy recommendations; g) a permanent digital archive with metadata and licensing; and h) a close-out handover kit for messaging continuity.
The IBSDLEIP Federal Programme Coordination Unit of the NEDC now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Submitted EoIs will be graded using the following criteria and weights:

The Consultant has the freedom to either submit an expression of interest by mail to the email addresses below, or hand-deliver in a sealed envelope to the physical address below. Expressions of interest must be received at the email address indicated above or at the address below no later than 4:00 pm (Local Time) on Thursday, October 8, 2026.
